The best I can tell based on pictures and research, this is a 1950's USGI M51 US Army Hooded Fishtail Parka w/ wool button-in liner. Overall this coat is in very good, usable condition.

It has a Talon zipper that works as it should. All buttons, snaps, drawstrings, etc are present and in working order. Coat has a few small holes and some staining. The stamp is barely visible but I can tell that it is a medium. See pictures for better details.
