RARE Vintage 1950 Military Korean War City of Philadelphia Bravery NAMED Medal

This is an extremely rare and hard to find medal. The City of Philadelphia must have issued this LT W. HEBDEN, whose name and date is engraved on the back, some Bravery medal during the Korean War. Whether it was at the Naval Shipyard, or out in the actual war I dont know. These are extremely hard to find.

Examples of the City of Philadelphia given these out are almost slim to none. I had to dig deep into local historian to even find another example.
