Navy/ Air force MP or police helmet liner Korean war

Interesting M1 liner Korean war era Capac/Westinhouse painted blue with stripe and side emblem of number 10. I have shown this to a couple of dozen people over the years. Some tell me airforce security police, some say Navy MP or coast guard and some say police department. I have never see a police department helmet with the stripe and side emblem number 10 so it looks more apt to be military of some sort. The number on the side would imply there are different divisions of the like.
